The scarecrow is a craftable item introduced with the homestead update. It will protect crops from birds in a 15 block radius. It will require a Milo Doll, but it is not yet clear which other items are required to craft it. Based on screen shots it seems likely that you will need Sticks, Rope and Leather Boots.
